Open-access Land adjudication in Territories with Territorially Focused Development Programs, Colombia

Abstract

The land adjudication process in Colombia has provided for a wide range of mechanisms to organize the rural territory, take advantage of its productive capacity and improve the well-being of its inhabitants. However, these actions have not had an impact on the rural population and the organization of the territory. The objective of this article is to interpret the process of land adjudication during the Peace Process in territories prioritized with Development Programs with a Territorial Approach. A mixed methodology was used, employing techniques such as frequency analysis and multiple correspondence analysis, through the study of the departments of Guaviare, Putumayo and Bolivar. It is evident that the land adjudication process in Colombia within the framework of the Peace Accords is incipient and presents flaws in its execution. However, it should be noted that the target population of agrarian reforms in Colombia are peasants, and this process has benefited excluded population groups such as victims and displaced persons. Achieving structural changes to this problem in Colombia requires institutional commitment and a broader spectrum of time that leads to evidence of the effects of deconcentration of land and social welfare of the rural population in Colombia.
